3.1.2 Type II. The type II compound shall be a pre-mixed paste that dries white (in color) consisting of pigment, binder, and preservative that is not sticky or gummy when applied with trowel or broad knife. The type II compound shall be free of putrid odor. A slight acrylic/ammonia odor shall be acceptable. The size 3 shall consist of a minimum of 1 quart of spackling compound and the size 4 shall consist of a minimum of 1 gallon of spackling compound.
3.1.2.1 Class 1. The class 1 compound shall harden within eight hours after application (in voids not to exceed one-quarter inch in depth) under standard operating conditions (75-F, 50% RH) and good ventilation.
3.1.2.2 Class 2. The class 2 compound shall harden within eight hours after application (in voids to exceed one-quarter inch in depth) under standard operating conditions (758F. 50% RH) and good ventilation. The class 2 compound shall be capable of accepting paint after two hours. The class 2 spackling compound shall be designed for onetime use.
3.2 Performance requirements.
3.2.1 Fineness. The type I compound shall pass no less than 95 percent of dry powder through a No. 100 mesh screen.
3.2.2 Density. The type II, class 1 compound shall have a minimum density of 10.5 per gallon. The type II, class 2 compound shall have a minimum density of 3.0 pounds per gallon.
3.2.3 Chalking and contraction. The type I and II compounds shall not chalk, nor sag when applied to deep narrow cracks and shall not pull away from edges of cracks.
3.3 Workmanship. Type I powder shall be smooth, uniform, and free from extraneous material. Type II paste shall be homogeneous, and free from caking, granulation, hardening, and putrid odor.
3.4 Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within tolerances specified and all other requirements of this document are met. If a product is manufactured ‘to metric dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the contracting officer to determine if the product is acceptable.
4. REGULATORY REQUIREMENTS
4.1 Recovered materials. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
5. QUALITY ASSURANCE PROVISIONS
5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial it- description, shall conform to the producer’s own drawings, specifications, standards, and quality assurance practices and be the same product that has been sold in the commercial marketplace for over two years, or is the same product that has been successfully been delivered to the government on a previous contract or
