COMMERCIAL ITEM DESCRIPTION
CUTBACK ASPHALT, RAPID CURING
The General Services Administration has authorized the use of this
Commercial Item Description in lieu of Federal Specification SS-A-671.
This commercial item description covers asphalt cutback of the rapid-curing type for use in the construction and treatment of pavements.
Salient characteristics:
The cutback asphalt shall conform to ASTM D 2028, which describes the four viscosity grades; RC-70, RC-250, RC-800, and RC-300.
The issue of ASTM D 2028 in effect on the date of the solicitation shall be used to determine compliance with stated requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Packing and Marking. The cutback asphalt shall be packed in accordance with normal commercial practice. The complete pack shall be designed to protect the item against shipment, handling, and storage, to assure delivery at destination, to provide for redistribution by the initial receiving activity and be acceptable by common carrier under National Motor Freight Classification and Uniform Freight Classification. Marking shall be as specified in contract or order.
